President Barack Obama sets the tone for this competition: "Now is the time to confront this challenge once and for all. Delay is no longer an option. Denial is no longer an acceptable response. The stakes are too high, the consequences, too serious. "

Global climate change causes extreme weather events such as tropical storms and the consequent floods. Last year, tropical storm Sandy left 8.200.000 people with no electricity in New York State. At present, it appears to occur 80 to 100 tropical storms around the world each year.

Therefore, to actively think this problem and to create solutions that can protect the populations from this natural hazards is justified.

This competition intends to reflect on this issue, proposing the creation of solutions that aim to make urban areas more resistant to this type of phenomena. For this purpose are invited all types of professionals and students, working alone or in teams, that want to seek for ecologically sound and socially responsible planning and design solutions that would improve the response of cities against these threats.

The first phase for registration goes until the 30th of June and the submissions will occur until the 31st of August 2013.
